I have the honour to acknowledge receipt of Your Lordship's despatch No.14 of February 18th enclosing copy of a letter addressed to Mr Chamberlain by Mr G. S. Payne respecting the conditions of British Trade in China.
Your Lordship directs my attention to the statement that English Soaps and many other articles of British Manufacture are still being counterfeited in Japan and sold by German Firms in China who have the boxes made and the labels printed at Shanghai.
Your Lordship adds that if this statement be correct it would be well to call the attention of the Japanese Government to the matter and to request them to take steps to prevent fraudulent imitations from being exported to China &c., &c.,
