passed through a foreign port on its way here cannot come under the category of goods exempted from duties as being goods conveyed coastwise, but that although at the time of shipment from Takao, the 2nd of August, the disturbances at that place had not yet been suppressed, and consequently affairs of such a nature as the issue of export certificates were not in proper order, still the fact that the consignment in question was sent from Formosa to Yokohama may be established by the through Bill of Lading. Accordingly instructions have been sent to the Yokohama Customs to make an exception in the case of this sugar, and to refund the duty already collected in accordance with the rule regarding the re-importation of domestic goods. I beg you will take note of this.
