Monsieur le Ministre:-
In consequence of the representations which I had the honour to make to Your Excellency in my note of July 29th last with respect to sugar imported from Formosa after that island became a portion of the dominions of His Imperial Majesty you were good enough to acquaint me that it had been decided that cargo conveyed in Japanese foreign-going vessels and foreign vessels from the open ports of Japan to ports in Formosa where Imperial Custom houses are established, or from Formosan ports where Imperial Custom Houses are established to Japanese open ports should be treated in the same way as cargo transported from one Japanese open port to another, and that cargo transported from Formosa ports where no Imperial Custom House was
