I have the honour to enclose a copy of a letter from the Foreign Office, sending a copy of a despatch from the British Consul at Canton on the subject of regulations for passenger ships on voyages to and from British ports.
I shall be glad to know whether any action has yet been taken on my predecessor's despatch.
