My Lord:

I have the honour to report that on the 8th instant I received a letter from the Hongkong Chamber of Commerce, dated the 25th ultimo, inclosing a copy of a memorial addressed to the United States Minister, as Doyen of the Corps Diplomatique begging him to use his influence with the Representatives of the Treaty Powers in China and to secure their co-operation in procuring the opening of the West River to free export and import trade with foreign countries and to steam navigation.

The Memorial is accompanied by a copy of a despatch addressed by the Chamber of Commerce to the Earl of Rosebery and dated July 31st, 1893, and by extracts from various official reports.
