(No. 418.) My Lord,
Peking, October 30, 1895. UPON receipt on the 24th instant of the telegram in which your Lordship was good enough to inform me of your Lordship's negotiations with the Chinese Minister for the opening of the West River, and inquiring what ports I considered should be opened, I lost no time in consulting Mr. Brenan, Her Majesty's Consul at Canton, and received from him on the 27th a telegram suggesting that Wuchow, Nanning, and Samshui should be opened—in that order of importance—with Kongmoon and Shiuhing as ports of call for passengers.
As I had already, in my telegram No. 134 of the 26th October, reporting the result of my interview with the Yamên, suggested the opening of Wuchow, and, if possible, Nanning, with calling stations as on the Yang-tsze, I did not think it necessary to send a further telegram.
