Messieurs les Ministres:-
I have the honour to acknowledge the receipt of Your Highnesses and Your Excellencies' Note of the 19th instant with regard to the prevention of illicit coinage.
I observe that the Board of Revenue in their Memorial state that they have heard that foreigners combine with natives of bad character to practice illicit coinage. I have never myself had cognizance of so much as a suspicion that British subjects in China were guilty of this offence, and as their occupations are well known to the Consuls at the various ports I find some difficulty in crediting the report as far as they are concerned.
