We hear that there are foreigners
who combine with natives of bad character to
practice illicit coinage. It is also feared that
there are such cases and if the same strict prohi-
bitions are not enforced against them, it will be
difficult to take effective action.
According
to International Law illicit coinage is regarded
as a private offence" and it is very severely pro-
hibited by law. meant.
The Tsungli Yamen should there-
fore address the various Foreign Ministers, quoting
International Law and the Treaties and ask them to
themselves take measures to restrain their nation-
