Japanese law was strictly codified and would perhaps

scarcely prove sufficiently "living and elastic"

to embrace extraneous and novel complications

such as are now put before us in this instance.

The American and Dutch Representatives will,

as I understand, content themselves with acknow-

ledging the receipt of the Yamên's despatch and say-

ing that they will take such measures as they can to

comply with the desires expressed by the Chinese

Government.
