It was stated that the Agents of the French Steamer Hanoi had applied to the Colonial authorities for a survey of the ship for the purpose of obtaining a Passenger Certificate, and that a difficulty had arisen in connection with a demand made by the Colonial authorities for the production of the certificates of competency of one of the Master and Engineer as a condition to be complied with before a Passenger Certificate could be issued.
