In reply to your letter, No. 12601/96, of the 16th instant respecting the imprisonment at Hong Kong of certain seamen who had been fined by a Naval Court at Honolulu, I am directed by the Board of Trade to state, for the information of the Secretary of State, that they will be prepared to refund the amount incurred in maintaining the prisoners at Hong Kong.
