I am directed by the Board of Trade to acknowledge the receipt of your letter of the 21st Inst (5694/gle) transmitting by direction of Mr. Secretary Chamberlain a letter from J A. Holt complaining of the refusal of the Shipping Authorities to allow the S.S. Priam to carry Passengers under a certificate which had expired, together with a despatch from the Governor of Hong Kong on the subject, and stating that Mr Chamberlain proposes, with the concurrence of the Under Secretary of State,
