ports, the Governor of Hong Kong was instructed, as in 1895, after consultation with HMS Commander at the Treaty Ports, to cause to be prepared and submitted for approval to the Secretary of State, the Draft of an Ordinance Establishing less stringent Regulations than those which under the existing law apply to ships on voyages of not more than 7 days duration.
The Government has not yet submitted the Draft Ordinance; and when they do so, the views which are expressed in your letter will receive full and careful consideration.
