I am directed by the Board of Trade to acknowledge the receipt of your letter No.56 of the 10th June last, relating to the engagement of an Assistant for the receipt and paying out of Board of Trade money.

In reply, I am to state that the Board cannot accept responsibility for any expenses Colonial Governments may find it necessary to incur in carrying out the law with regard to the discharge and relief of Seamen.

The Board are, therefore, unable to sanction the proposed expenditure as a charge against this Department, as it cannot be met out of any Funds at their disposal.
