Sir,
I am directed by the Board of Trade to transmit to you, for the information of the Secretary of State, the inclosed copy of correspondence between the Acting Harbour Master at Hong Kong and this Department, respecting a proposed charge to the Board for the services of a Shroff in connection with the receipt and payment of monies with which they are concerned.
It will be noticed that the charge, which is a new one, has been incurred without the Board's sanction, and appears to the Department that, if a necessary expense, should be regarded as a part of the costs of the Office dealing with matters relating to the discharge and relief of Seamen, to be borne, as in other Colonies, by the Colonial Government and not by this Department.
