Sir,
I have the honour to report, for the informa-tion of the Secretary of State, that Constable W.Cameron who should have sailed for Hong Kong in the S.S."Himalaya" on the 5th instant failed to embark, and the only information which can be obtained from the P. & O. Com-pany is that they received on the 28th October the following telegram dated from Gairlochy:-
"Not sailing by ship "Himalaya" Cameron".
