Referring to your letter of the 2nd June last No.11569/96 and to previous correspondence, I have the honour to enclose a copy of a letter from Mr May, from which it will be seen that he has interviewed one constable in addition to the three already required for service in the Hong Kong Police Force, and he proposes with the Secretary of State's approval, to engage this man subject to his being able to pass a satisfactory medical examination. Mr May points out to us that he has selected this additional man as he appears to be a most desirable and suitable candidate and it is extremely difficult to get candidates for service in the Hong Kong Police Force.

I have therefore to ask for the early instructions of the Secretary of State as to the reply which we should make to Mr May.
