Sir,
With reference to your letter of the 26th October 1896, on the subject of Docking accommodation at Hong Kong, I am commanded by the Lords Commissioners of the Admiralty to acquaint you, for the information of the Secretary of State for the Colonies, that having carefully considered the proposals from the Hong Kong & Whampoa Dock Company which accompanied your letter dated the 11th February 1896, together with the report of a local Committee appointed by the Commander-in-Chief to enquire into the question of the construction of a new Dock at Kowloon, their Lordships have decided that, under all the circumstances of the case, the terms proposed by the Dock Company are inadmissible, and the Commander-in-Chief on the China Station was instructed to decline them.
I am to request that you will be good enough to convey this decision to the Governor of the Colony.
