I have laid before my Lord Commissioners of the Admiralty your Secret letter No. 54 of 6th April, enclosing 2 copies of a Despatch, declaring the Remarks of the Colonial Defence Committee on a Revision of the Hongkong Defence Scheme, together with 2 copies of Major General Black's letter to which the Remarks refer; & request you to inform the Secretary of State that they concur in those Remarks, which as well as the Memorandum had been forwarded to the Commander in Chief on the China Station.
