With regard to the
appointment of a Chinese
trained in Western Medical
science as Resident Surgeon
in the Hospital, I have experienced
great difficulty in inducing the Chinese Directors of the Hospital to make such appointment. Soon after I had received the Report of the Commission of Inquiry into the Hospital, I had an
interview with the Directors
of the Hospital and I availed myself of the occasion to declare to them my intentions with regard to reforms
