The working of the Hospital having excited much discussion for some time past, It deemed it advisable to appoint a Commission to enquire into it.

The Jung Wa Hospital, Hospital for the treatment of the indigent sick among the Chinese, was opened in 1872, since which date all the members of the Commission of enquiry agree that it has done good work in treating the poor among the Chinese according to native methods. At the same time they are unanimous in recommending that the present organization and working should be improved and that, without any compulsion being used, those who frequent the Hospital should at least be afforded
