a Chinaman who has had resident surgeon a European training. I think this expenditure should be sanctioned markedly as an experiment, and with a reservation that one or both of these doctors may be got rid of without compensation in a year's time if a full report which should then be made shows that the experiment has not succeeded. It seems from the evidence given that the appointments will lead to a decrease in subscriptions; this may not be great but very likely if the doctor is tactful and if Lockhart, the Colonial Secretary, whom the Chinese like & trust, is persuasive. It is assumed that Thomson will work under the Colonial Surgeon.
