The Quarters in which the Chinese employees of the Botanical and Afforestation Department were until recently housed were in such an insanitary and disgraceful condition as to constitute a menace to the health of the neighbourhood in which they were situated, and to cause unfavourable comments both in the press and among the public as to the manner in which the Government housed its employees. As a matter of fact a case of bubonic plague occurred in these buildings. It appeared therefore to be urgently necessary to have the old structures removed and suitable buildings erected to replace them. I accordingly caused the work to be put in hand without delay, to which no objection has been raised by the Unofficial Members
