As regards the Estimate of Expenditure for 1899 the changes in the several items are explained in the foot notes. The various additions to the Fixed Establishment, with the exception of the post of Superintendent of the Registration Branch, the creation of which I recommended in my despatch No. 257 of 10th November last, have already received your sanction.
You will observe, however, that provision has been made for an Assistant Surveyor and an Overseer of Drainage Works under the Sanitary Department. On this subject I am addressing a separate communication to you.

Under the head of Public Works Extraordinary there are two items which call for special remark, viz: - $15,000 for "Gardeners Cottages" and $10,000 for a new Road in the Hill District.
