1. The returns for the year of the temporary Sanitary Staff are not yet completed and that the Members of the Advisory Board are unanimously of opinion that, in view of the arrear of work which has arisen through recent Sanitary legislation, the Board requires and will for some years require, the exclusive services of an Assistant Surveyor in addition to the partial services rendered by the Public Works Department.

2. I concur in this opinion.

Enclosure

I am directed and have the honour to request that the Crown Agent may be instructed to procure at an early date the services of a suitable officer on a year's agreement, in accordance with the enclosed paper of particulars. Mr. E. A. Ram, who signed his temporary post of Assistant Surveyor to the Board in June last, enjoyed a salary of $250 a month. The Board, however, considers that it should be possible to procure a properly qualified officer from the United Kingdom for $200 a month.
