in whose time
the dues were raised promised that, when the cost of the lighthouse had been defrayed, they should
be reduced.
On the subject the Governor, having been applied to by the Chamber of Commerce, invited the opinions
of the Unofficial members of the Legislative Council not in the course of Debate in the Council but semi-officially through their senior member.
