Although I have been in this Colony for four months only, I have had considerable opportunities of forming an opinion of the capacity and conduct of Mr. J. J. Ruce B.A. of Ch. let. Oson a Solicitor admitted in England and now Practicing in this Colony. He is, in my judgment, a man of such ability, Knowledge of law and practice, Worker and painstaking. I believe him to be of excellent conduct and character, Speaking with some Knowledge of the duties of a Registrar Office in Bristol. England, I believe him to be well qualified to discharge efficiently to the satisfaction of the local Government and People the duties of Administrator-General and Receiver in Bankruptcy in Jamaica an appointment for which I learn he is a Candidate.
