The Governor says that this Mr Haywood was Temporary Overseer in the Public Works Dep't in Sept'r 1883 & that he has therefore served for 16 years. It appears to me that this period is only fourteen years four months over thirteen years.
Under Rule No. 16 of the Pension minute of 25th October 1895 an Officer who has served on the temporary establishment for fifteen years or upwards may be awarded a monthly allowance not exceeding 4/8ths of the pension which might have been awarded him had he been employed on the fixed Establishment.
