shipmate of army and ammunition
from
the
Colony
which there is some
reason to fear may be ultimately
destined for use
against the Imperial
Chinese Government, I have issued a Proclamation, a copy of which is enclosed, prohibiting the exportation
of warlike stores from the Colony, except under special permission, for a period
of six months from the 28th ultimo. The legitimate trade in arms and
ammunition will not, I trust, suffer by this measure, as warlike stores can still be exported by special
permission
28th Nov! 1899 (with 5 spaces)
permission granted
granted under Ordinance
3 of 1884, but I shall take care
that such permission is not
granted
except under such conditions as shall preclude the
possibility of the stores being
used to subvert the authority
of the Chinese Government.
I have the honour to be,
Sir,
Your
obedient
humble servant,
William Robinson
