Chinese Government, I have issued a Proclamation, a copy of which is enclosed, prohibiting the exportation

of warlike stores from the Colony, except under special permission, for a period

of six months from the 28th ultimo. The legitimate trade in arms and

ammunition will not, I trust, suffer by this measure, as warlike stores can still be exported by special

permission
