I have the honour to forward an application from Mr. Hazeland Deputy Registrar of the Supreme Court to be allowed exchange compensation which I should personally be glad to see allowed him.
2. This seems to me to be a matter entirely for the Executive, but I may add that I am personally acquainted with the facts mentioned by Mr. Hazeland in connection with the ruling of the Secretary of State, and this coupled with his standing which necessitates his frequently doing Registrar's work bringing him in immediate contact with the Court and the public, in comparison with others holding inferior rank to him in this office and who are allowed the privilege asked for, will I trust induce a reconsideration of his case.
3. I may add that I have mentioned the matter to the Chief Justice and he wishes me to say that in his opinion the Office which Mr. Hazeland fills is one of considerable importance.
