In reply to your letter of the 2nd instant, I am directed to inform you that your previous application to draw Exchange Compensation was duly transmitted to the Secretary of State, who did not consider you entitled to the privilege.

I am to add that His Excellency cannot accede to your request, which he is surprised at your having made, to be allowed to peruse the documents referring to your case, but is willing to transmit any further communication you desire to make to the Secretary of State, though he cannot hold out to you any hope of its success.
