The posts of Assistant Colonial Secretary and Assistant Registrar-General would then both be vacant, and the nature of my recommendations with regard to filling them would depend upon whether M. Brewin, at present acting as Assistant Registrar General, is appointed to be Inspector of Schools on Dr Eitel's retirement, as recommended in my despatch No. 250 of the 27th October, to which I will accordingly await your early reply.
