a separate and distinct Registration Branch. Such arrangement has however been hitherto quite impracticable owing to want of space.

Having secured the necessary space, the Acting Postmaster General reports that a separate Registration Branch can now be organised, but that it will be absolutely necessary to appoint a responsible clerk to be in charge of it, who should be required to furnish security for say $1000, and he suggests $1200 a year rising to $1440 as a fair and reasonable salary for the proposed post.

4. I concur in this opinion, especially as the Acting Postmaster General anticipates that if such an appointment be made, he will be able to effect improvements in the Local Delivery without engaging
