in Victoria Gaol to retire from the service on the grounds of ill health.

2. Mr. Brass' salary and emoluments amount to $9333 per mensem, and he has 4 years and 4 months' service, so that under clause I(4) of the Pension Regulations a gratuity of $37333 would be grantable to him.

3. Under the circumstances, however, I have thought it advisable to provide him with a passage to England, at a cost of $268,134 and to grant him only half the above sum, viz. $18666 gratuity, and I hope you will approve of that arrangement.

4. I venture to invite attention to the cause of Mr. Brass' failing health, and to express a hope that care may be taken in future not to enlist persons who have suffered from syphilitic disease.
