Regulations with regard to Chinese passengers shipped to transatlantic countries in German Vessels.

With reference to paragraph 4 of the Ordinance for Consular Courts dated 10th July 1879, and cancelling the former Ordinance dated 1st February 1879, the Imperial German Consulate decrees as follows with regard to the shipment of Chinese passengers in German vessels to transatlantic countries.

Paragraph 1.

German steamers or Sailing Ships which carry more than 80 Chinese passengers from one of the Chinese Treaty Ports to transatlantic countries, and which consequently do not come under the Ordinance dealing with the shipment of Chinese passengers in German vessels in East-Asiatic Waters, are subject to the following regulations.

Paragraph 2.

Deck passengers are not allowed.

Paragraph 3.

For every Tween-Deck passenger over 12 years of age, or for every two younger passengers between 1 to 12 years, a room of at least 1 square meter = 12 square feet English, and a cubic room of 2 cubic meters = 72 cubic feet English has to be found in the Tweendecks; and besides, a room of 0.46 square meters = 5 square feet English on the Upper Deck. Chinese Doctors, Interpreters, Cooks, and Supercargoes are counted as passengers.

Paragraph 4.

The Room for female passengers in the Tweendecks has to be separated from that of the male passengers.

The Tweendeck has to be well ventilated; the ship has to have a sufficient number of Latrines, Cook-Galleys, and also proper ladders between the upper and tweendecks; she has furthermore to carry at least four life buoys, and in proportion to the number of passengers...
