When the ship is clearing for, and the normal duration of the voyage is fixed by the Imperial Consulate, provisions shall be on board according to the following scale :-

At least 3 days before clearing
the decks and the port of destination, whereupon the Consulate after a special inspection the ship
or otherwise, declares highest number of passengers allowed to the ship.

Just before proceeding to sea master has to report to the Consul the number of passengers on board. All the provisions this Ordinance being duly fulfilled the papers with an official certificate relative to the number of passengers actually received on board as well as to the highest number of passengers allowed to the ship will be handed over to the master who has to deliver the certificate to the Consulate of the port of destination.

The master being once in possession of the foresaid certificate is not allowed to receive on board any passengers without the authorization of the Consulate.
