fine of $500 or six months imprison-

ment with or without hard labour.

" The regulations under review apply however only to Canton, Swatow

and Amoy; inferentially therefore Amoy is without regulations.

By the courtesy of the Chinese

Commissioner of Customs,

a list of the

German and Chinese ships carrying emigrants from Canton has been obtained.

In 1879 there were five German ships and one Chinese vessel conveying emigrants to Hongkong - list marked B.

In 1880 and 1881 eight German

and two Chinese ships cleared with emigrants from Canton - list marked C.

Since that date none to the present.

The Committee need not trouble themselves further with Canton.

At present the Chinese

regulations are in force.

At Amoy there is no German Consul.

It is a fair presumption that German shipping do pretty well the best they can for

themselves, and as no statistics are to hand to lay before the Committee on the working of the Regulations, they need not be further considered.

Statistics from Amoy and

Swatow

are attached hereto, for which thanks are due

to a local firm.

The regulations under review have

mainly

to be considered with reference to Swatow, the last port to which apparently

they were intended to

apply.

The attached lists marked D and

E for Swatow show the emigrants carried from by vessels of all nationalities to either Amoy or Hongkong during July to December 1875, inclusive D, and January to June 1876, inclusive E.

In the column for certificate it is

noted whether a vessel has a

Singapore certificate.

The Chinese Commissioner of Customs does the
