In reply to your letter of the 12th instant, I have the honour to enclose copy of the German Chinese Passenger Regulations now in force at this Port.

So far as I can ascertain, they are, apparently, framed on British lines, and are practically identical with ours, a comparison of their efficiency can hardly be drawn.

They are strictly enforced, and the only advantage, I am aware of, enjoyed by German Passenger vessels, is a considerably lower scale of fees than our own.

The question of deck passengers may, however, be referred to. The German
