We have considered these papers, which have been referred to us, and, in view of the further information now before it, we are of opinion that the last paragraph of our Report should be modified so as to indicate that German Spanners are subject to some regulations. We consider, however, that the regulations to which they appear to be subject are not as stringent as those requesting British Vessels, which are accordingly handicapped in their competition with German Banners.
We recommend that these papers be forwarded to the Secretary of State for his information.
