Head in the Gov's view that it would be inexpedient to revert to the combination of the two posts, of the College & Inspector of School, which were separated both because (as stated in "Par. 17 of despatch on 837/73-9) The Secretary was satisfied that the work.

A 5. Wright Scheme Sharing the double duty between him it seems to have been in 1879 a disaster for the College in that it was not enough to occupy one man's time. And this must still be the case, since that work has grown considerably in the last 20 years.

Ju74/12 I agree except that I think a cadet should be appointed - D-Eitel. There is no one who has acquired any claim whatever to succeed to the post, and the cadet service has both to the College and to the work.

The dispel is so small in Hong Kong that it is most desirable to fill the appointments with them, unless there are strong personal claims in conflict. Otherwise it is difficult to find a reason for keeping up the service.

We now have a right to transfer new Cadets between Hongkong and the Straits, and therefore can draw upon the Straits for a hand when required & the Straits can do the same.

More cadets are wanted before the next examination. I shanked sex that when the bring defeat these.
