I have the honour to acknowledge the receipt of your Despatch, No 248 of the 27th October last enclosing a MINUTE by Mr. Lucas, Mr. Fairfield, Mr. Tingfield, Mr. Brimston, Sir R. Meade, Earl of Kimberley, and Mr. Chamberlain.
I concur in the terms of which. I am not prepared to admit the complaint made in Mr J. Wood's letter from the Colonial Office. This has been brought to the notice of the Accountant General and the Public Works Dept requesting to be transferred to Vote 2.
With regard to the grounds upon which the application is based, I would refer you to the second paragraph of my predecessor's despatch of the 18th January 1894. I am in entire agreement with the third paragraph in principle, and I concur in the opinion that his wording is not satisfactory.
