For the general estimate which I have vested in the Director of Public Works is concerned, and the P.W.D. work having been carried out by the Eastern Extension Telegraph Co.
The headings "Miscellaneous Works" and "Miscellaneous Services" in Appendix A and the "Village water, Drain and Sewerage Works" in various parts of the Colony are projects of a minor character. Consequently, they require comparatively more time and labour in their elaboration and supervision than those of greater magnitude.
I have endeavoured to serve as a basis for the purpose of comparison with English practice the cost of preparing plans, estimates, general supervision, technical reports on progress, checking contractors' certificates, and issue.
