but I would observe
that the pay of
Sanitary Indian Police at
Hongkong was already considerably higher
than that of the
similar Force in the Straits Settlements,
and the grant of this privilege will, I fear, cause further
discontent among Indian Police in
the latter Colony in
which it had been decided that the
privilege should not be granted.
3. It was decided in
the corresp. noted
in the margin that
Sr. No. 247. 31 Jul 1895 S. no. 238. 3 Oct. 1895
there were not sufficient
reasons had been shown
in the first instance
for improving
the subordinate position of the
Indian Police, and I
regret that you should have taken this step without first submitting
the proposal for my approval, and also without consulting
the Governor of the Straits Settlements, as had been suggested in the
Corresp., copies of
which were
in my
despatch
