About the same time that this despatch reached me, a new batch of 37 recruits for the Police arrived from India. These men on arrival expressed themselves as dissatisfied with the terms and conditions offered to them, claiming that they had been led by the recruiting officer to expect much better terms, and stating among other things that they had been promised pay at the rate of 29 rupees a month. They refused to be sworn in as constables unless certain concessions were granted to them.
