The Harbour Master in his Report says,
As there are no ships usually going from Hong Kong to Arabian or African ports, seamen of those nationalities would most probably be sent to United Kingdom.
This answers the question which it was proposed on (23147) to refer to the Board of Trade.
But I don't think the answer conclusive; if there cannot be sent direct to their own Countries from here, they could be sent to Aden...
