With regard to this question I wonder, refer to my General Despatch of 10 ultimo, in which I enclosed copies of the proceedings of the Budapest Telegraphic Conferences, from which you will see that a considerable reduction of the present Telegraphic Rates to Europe is promised from the 1st of July next.
