There seems to have been abundant correspondence in regards the telegraph rates to the Straits, but I do not find that the question has been raised as regards Hongkong before. The cause reported in the International Chamber appears to be as follows: accounts of the Telegraph Companies have to be paid on the basis of effective pence in gold. The Companies lose if they collect the charges in depreciated silver, hence they have raised the homeward rates. The anomalous state of affairs that ensued is that the charge for a telegram is higher in one direction than in the other.
