With reference to your letter of the 14th Dec. 1895 regarding defence security of Const Batteries, Kowloon Peninsula.
I am directed by the Secretary of State for War to say that your letter is not understood as the proposed exchange is connected with Colonial Crown lands of which the War Department has the right of user,
and to which the Colonial Office Circular of 30th Dec. 1894
directly intended to apply. A valuation of the land to be given up should be made in the manner specified.
