Officer Commanding and myself, from which you will observe that the Military Authorities desire to be furnished with a valuation, in accordance with the terms of Colonial Office Circular despatch of 30th December, 1894, of certain lands at Kowloon relinquished by Her Majesty's Government to the Colony.

There appeared to me to be considerable doubt whether the lands referred to could be properly said to be lands of which the War Department had the right of perpetual user, inasmuch as the only right or privilege which had ever been accorded to the Military authorities was an undertaking part of the Colonial Government not to permit the creation upon the land in question of such buildings as would interrupt the line of
