I beg to submit herewith two printed drafts of the proposed Rules concerning ...
which I have had numerous connections with the Superintendent.
I should mention that, in four instances, in consequence of representations made to me by the Superintendent of the Gaol, I have not adopted the recommendation made by the Committee.
The first instance arises in connection with subsection (m) of paragraph 8 of the Report of that Committee, where they recommend that the birch "be substituted for the rattan in the case of floggings ordered by the Superintendent."
